    About the Company Horizons Regional Council oversees a region that spans over 22,200 square kilometers, from Ruapehu in the north to Horowhenua in the south, and from Whanganui in the west to Tararua in the east. About the Role We are seeking a Business Analyst for a fixed-term position of 24 months. In this role, you will be integral to our Information Management Programme, collaborating with various business units to assess needs, analyze processes, and implement improvements that enhance data utilization, facilitate digital transformation, and improve service delivery. You will be responsible for developing business cases, defining system requirements, and supporting implementation and change management processes. Your contributions will have a direct impact on our Council operations and will help us provide more effective and efficient public services. This role is perfect for someone who enjoys connecting people, systems, and strategic initiatives. Building strong relationships, managing expectations, and fostering change readiness across diverse teams will be key components of your success. Key Responsibilities Business Analysis & Improvement Engage with stakeholders to understand business needs, identify process inefficiencies, and document both current and future state workflows. Provide actionable recommendations that enhance service delivery and system performance. Project & Solution Delivery Assist in the planning, design, testing, and implementation of system improvements. Ensure business requirements are effectively translated into practical solutions, supported by clear communication and change management strategies. Data & Information Management Evaluate data structures, standards, and quality. Identify and support initiatives aimed at improving data governance, accessibility, integration, and maturity across the organization. Stakeholder Engagement Cultivate strong relationships with internal teams and external partners. Facilitate workshops and support change adoption to achieve successful project outcomes. Innovation & Continuous Improvement Investigate emerging technologies and prototype new solutions that enhance internal decision-making and improve public access to information. Organizational Contribution Actively engage in professional development, participate in cross-functional initiatives, and contribute to Council-wide responsibilities, including health and safety and emergency management, while promoting a collaborative and values-driven workplace. About You We are looking for a proactive and analytical thinker who excels at understanding complex problems and translating them into actionable solutions. You should have at least five years of experience in business analysis, systems improvement, or digital transformation. Your confidence in engaging with stakeholders at various levels will be crucial in clarifying requirements and advocating for improvements in data and system usage. Ideally, you have experience in the public sector and familiarity with data governance, information management principles, and cloud-based tools like Microsoft 365 and Power Platform.
